PLP Overhaul Chiltern Street Plans

A new planning application has been filed for 66 Chiltern Street in the City of Westminster, that on first appearances looks like producing the same residential building as previously proposed - but with one crucial difference.

The original plans would see the complete overhaul of the existing office building on site, International House, with the superstructure remodelled to create a shiny new residential building boasting a terracotta brick elevation and bay windows that wouldn't appear out of place overlooking Central Park in New York.

Now however the PLP Architecture design has been modified so that the present building will be completely demolished with a new superstructure constructed along with a larger basement. Externally though the scheme will be exactly the same as prior plans that have won the approval of the local council.

The logic for building a new structure rather than retaining the existing one is four-fold. Firstly the 56-apartment building will have an improved environmental profile and be 25% more efficient in terms of carbon emissions. Secondly a larger basement means more cars can be accommodated so parking spaces will be expanded from 35 to 50. This is sold on the basis there will be less disruption to on-street parking although there will also be a marginal increase in traffic levels.

A new concrete frame will be of better quality, and finally neighbours in the area will experience less disruption as the demolition will be quicker, an important point as there has been much hostility to the planned renovation which is understandable given such large scale developments rarely happen in this area.

As the previous plans have already been approved by the local planning authority it seems certain these ones will too as they take what was an already acceptable project and improve it further.
