The building is constructed in portland stone and is similar in style to many other government buildings built in the inter-war period.
The building became infamous during the 1930s as an example used by socialists, and most notably George Orwell in Road to Wigan Pier, as an example of government waste and how money was being used for prestige projects rather than to help those most affected by the Great Depression.
